Cambodia says 24 casinos have stopped online gambling and betting after a nationwide September 30 deadline, marking the first major enforcement update since the suspension order. According to an official update from Agence Kampuchea Presse, 12 affected casinos are in Preah Sihanouk, seven in Banteay Meanchey and five in Svay Rieng. The suspended activities included live streamed gambling, online football betting, online lotteries and online bird fighting betting, with related equipment also removed.

September Deadline Moves Into Enforcement Phase

The shutdown follows Cambodia’s earlier move to strengthen casino licence renewal standards as part of a broader effort to increase scrutiny of licensed properties and their links to online activity.

Cambodia’s Ministry of Interior had already signalled that online betting at casinos would be suspended from early October while regulators reviewed the framework governing the sector.

Interior Minister Sar Sokha said:

This is another new mechanism aimed at severing the root causes of online scams.

The latest update shows that the policy has now moved beyond planning. Inspections were conducted with the Commercial Gambling Management Commission of Cambodia, provincial authorities and law enforcement bodies.

Authorities said monitoring will continue at the 24 casinos and elsewhere in the country, with breaches subject to legal action.

Casino Oversight Expands Beyond Online Betting

The enforcement action forms part of a wider campaign targeting the overlap between gambling operations, suspicious payment activity and technology related scams.

Cambodian authorities say they have already acted against more than 600 locations suspected of involvement in online scams. By September, 18 casino licences linked to such activity had been revoked and another nine suspended pending further investigation.

The financial crime dimension also reflects wider international concerns. Recent FATF gambling financial crime risk indicators highlighted illegal online gambling, cross border payments and opaque ownership structures as areas requiring closer monitoring.

Regulators elsewhere in Asia are also tightening casino oversight. Singapore recently expanded its casino regulatory and financial crime controls under amendments to the Casino Control Act.

For Cambodian casino operators and suppliers, the immediate compliance issue is now enforcement rather than preparation. The September deadline has passed, inspections are continuing and authorities have made clear that online gambling operations will remain under close scrutiny.
