Finland has approved its first 12 gambling licences, bringing the country closer to opening its online casino and betting market to private operators on 1 July 2027. With 79 applications submitted and no rejections recorded, the latest figures offer the clearest picture yet of the industry’s preparations to end Finland’s online gambling monopoly. As of 26 October 2026, 12 operators had secured licences under the country’s new regulatory framework.

While several companies previously announced their approvals independently, this marks the Finnish regulator’s first collective confirmation.

Finland approves its first 12 gambling licences ahead of the July 2027 market launch.

Regulation & Compliance

Key Takeaways From Finland's First 12 Gambling Licence Approvals

  • Finland’s National Police Board has approved 12 gambling licences from 79 applications received as of 26 October 2026.

  • No licence applications have been rejected so far, although most applicants have not yet received confirmed approvals.

  • Approved operators include Hippos ATG, Wildz Group’s Granturo Finland, Skill On Net and Sunflower Gaming.

  • Veikkaus, Finland’s current monopoly operator, is not among the first 12 approved applicants.

  • Licensed operators can launch online casino and betting services from 1 July 2027, subject to applicable regulatory requirements.

Which Gambling Operators Have Secured Licences in Finland?

The first 12 approvals cover a mix of established gambling businesses and companies preparing to enter Finland’s competitive market.

Confirmed licence holders include Hippos ATG Oy, Sunflower Gaming Limited, Granturo Finland Ltd (Wildz Group), Skill On Net Ltd, SuomiVeto Oy, and Cloudberry Ent Limited.

SixthSpin Limited, KuuFlip Limited, RocketLily Ent Limited, Nivei Ursi Limited, YTBlue Limited and Buccone Trading Limited complete the list.

Wildz Group and Hippos ATG had already disclosed their approvals before the latest regulatory confirmation.

The figures also show how quickly interest in Finland’s licensing regime has developed. In June, Ace Alliance reported that the National Police Board had received 50 gambling licence applications. That figure has since increased to 79.

However, an approved licence does not authorise an immediate launch. Operators must wait until the new gambling market formally opens in July 2027 before offering licensed services.

Veikkaus Awaits Approval as Finland Prepares to End Its Online Monopoly

One notable absence from the initial approval list is Veikkaus, Finland’s state-owned gambling operator.

Veikkaus has applied for a licence to compete in the reformed online market, but the 12 approvals confirmed on 26 October did not include its application. This does not mean its application has been rejected.

Under Finland’s new Gambling Act, Veikkaus will lose its exclusive rights to sports betting, online casino games, online slots and online money bingo.

These products will become available through a competitive licensing system. Veikkaus will retain exclusive rights to lotteries, scratch cards, physical slot machines, and land-based casino games.

The reform is designed to bring more online gambling activity under Finnish supervision while strengthening consumer protection.

For new entrants, the competitive market creates an opportunity to establish a local presence. However, Veikkaus enters the transition with an established brand and existing customer relationships, so competition for Finnish players remains a key consideration.

Finland's Licensing Process Continues Ahead of July 2027

Finland opened gambling licence applications on 1 March 2026, giving operators time to prepare before the new market becomes operational.

According to the National Police Board’s official licensing guidance, gambling licence applications submitted in 2026 carry a processing fee of €29,000. The authority targets a processing period of six to eight months, although individual applications may take longer.

Applicants must provide documentation demonstrating their suitability, reliability and compliance with the new licensing requirements.

In its June guidance, Juha Katainen, Senior Adviser at the National Police Board, said: “The best way applicants can help the processing of their application is by following the instructions given and submitting their application carefully.”
The National Police Board will continue handling licensing and supervision until 30 June 2027. The Finnish Supervisory Agency will assume those responsibilities from 1 July 2027, when the competitive market opens.

Another regulatory milestone is scheduled for July 2028, when gambling software suppliers must hold a relevant licence.

What the First Approvals Mean for iGaming Operators and Suppliers

The first approvals provide greater certainty for businesses preparing to operate in Finland, but they also highlight the work still required before launch.

Licensed operators can move forward with their market-entry preparations, including platform integration, payment infrastructure, compliance systems and supplier relationships.

For game developers and technology providers, the emerging list of approved operators offers a clearer view of potential commercial partners.

Marketing and player acquisition will also require careful planning. Finland’s reformed framework permits licensed gambling advertising within defined restrictions, while placing safeguards around vulnerable consumers and underage audiences.

The country is also introducing stronger player protection requirements, including identification controls and a centralised self-exclusion system. Additional measures have been considered as part of the wider regulatory process.

As Ace Alliance previously examined in its coverage of Finland’s player-protection proposals and channelisation goals, operators still face the challenge of balancing consumer safeguards with attracting players to licensed platforms.

Understanding existing customer behaviour will be equally important. A recent Ace Alliance analysis of Finnish iGaming search interest found that search activity increased by 18.7% during the week of 28 September to 4 October, with Veikkaus accounting for much of the rise.

The figures show the incumbent’s strong presence, although lottery-driven search activity isn’t a direct measure of demand for competitive online casino or betting products.

What Happens Next for Finland's Gambling Market?

With 12 licences granted and further applications awaiting decisions, Finland’s licensing process will remain a central focus in the months leading up to July 2027.

More approvals could expand the initial competitive field and help operators finalise their commercial and technical preparations.

The next key developments will be additional licensing decisions, progress on regulatory implementation, and operators’ readiness to meet the new market’s requirements.

Finland’s transition is no longer solely a legislative reform. The first licence approvals show that the country has entered the practical implementation stage, with operators and suppliers now preparing for the start of regulated competition.
