The Ministry of Home Affairs (MHA) has announced a significant leadership transition at the Gambling Regulatory Authority (GRA). Effective from 2 June 2026, Mr Tan Sin Heng Daniel will assume the role of Chief Executive, succeeding Mr Teo Chun Ching, who will relinquish his appointment after years of transformative leadership.
Mr Tan, currently serving as the Commander of the Traffic Police (TP) within the Singapore Police Force (SPF), brings a wealth of experience in policy, transformation, and technological integration to the regulator.

The Legacy of Teo Chun Ching: From CRA to GRA
The Chief Executive, Mr Teo Chun Ching, has been a central figure in Singapore’s gambling regulation. His most notable achievement was the successful reconstitution of the Casino Regulatory Authority (CRA) into the GRA in 2022. This shift expanded the agency’s mandate from strictly managing casinos to overseeing all gambling products in Singapore under the new Gambling Control Act.
During his tenure, Mr Teo modernised the regulatory regime to keep pace with a rapidly evolving industry. He spearheaded the GRA’s digital and data transformation, implementing advanced analytics to mitigate risks such as money laundering and problem gambling. He also collaborated closely with the MHA to introduce critical amendments to the Casino Control Act in 2024, future-proofing the nation’s oversight of its integrated resorts.
Introducing Tan Sin Heng Daniel: A Focus on Transformation
Mr Tan Sin Heng Daniel enters the role with a distinguished track record in the public service. As Commander of the Traffic Police, he was responsible for major legislative changes to road safety and the introduction of AI-enabled analytics to improve violation detection.
His previous experience as Deputy Commissioner (Policy and Transformation) at the Singapore Prison Service (SPS) is particularly relevant to the GRA’s mission. In that role, he oversaw complex systems integration and policy alignment, skills that will be vital as the GRA continues to integrate its “whole-of-gambling” approach.
This leadership change follows the recent appointment of Hoong Wee Teck as the new GRA Chairman, completing a refreshed top-tier management structure designed to maintain Singapore’s reputation as a globally respected, integrity-driven gambling hub.

Under Mr Tan’s leadership, the GRA is expected to continue its proactive stance against emerging gambling trends. Key priorities for the 2026-2027 period include:
