The Uruguayan Chamber of Casino and Entertainment Venue Operators and Lessors, known as CUOASEC, said it had submitted a draft online gambling framework to the country’s Executive Branch. The proposal would permit authorised operators to offer online casino products under state supervision while introducing controls for users, payments and digital platforms. It also seeks to strengthen enforcement against unauthorised gambling websites. The proposal has not yet appeared in the government’s publicly accessible legislative or regulatory records and has not been adopted as legislation.

Licensed Casino Operators Positioned for Online Market Access

CUOASEC’s model would reserve online casino permissions for companies that already hold authorisation to operate physical casinos in Uruguay. The association’s members include operators connected to several of the country’s main private casino properties.

A notice in Uruguay’s Official Gazette confirms that CUOASEC was formally registered as an employers’ organisation in February 2026. The notice establishes the association’s formal status but does not contain the online gambling proposal or confirm its submission to the Executive Branch.

The proposed model would give established casino businesses a route into the digital sector while limiting access for companies without a regulated domestic presence. However, important commercial provisions—including licence conditions, taxation, market entry requirements and the allocation of gambling proceeds—have not yet been determined.

The initiative follows Uruguay’s 2026 responsible gambling reforms, which strengthened identity verification and player-protection obligations for authorised platforms. CUOASEC’s proposal would extend that policy discussion towards a broader licensing system for online casino products.

National Registry and .bet.uy Domain Form Enforcement Plan

CUOASEC has proposed blocking unauthorised platforms and creating an exclusive .bet.uy domain for approved operators. The National User Registry would provide another layer of control by improving the traceability of online activity and supporting responsible gambling measures.

Proposal Faces Legislative and Policy Review

Under the DNLQ’s official online gambling rules, remote casino products such as online poker, roulette and slots remain prohibited unless specifically authorised by the state. The regulator’s official enforcement information identifies Supermatch as the only online betting platform currently authorised in Uruguay. The DNLQ also reported that 1,700 unauthorised gambling sites had been blocked as of 8 April 2026.

CUOASEC’s submission does not immediately change that position. The Executive Branch must first decide whether to support, modify or formally advance the proposal. Parliamentary consideration would then be required before a new licensing framework could become law.

The initiative reflects a wider Latin American shift towards formal oversight of digital gambling. In June 2026, Chile imposed tax requirements on foreign online betting platforms while lawmakers continued considering a comprehensive licensing framework. Uruguay’s proposal takes a different approach by linking potential online market access to existing land-based casino operators.
