In a global first for regulatory technology, Ukraine has officially integrated its gambling licensing process into Diia, the state’s flagship digital services portal app. This move, spearheaded by the Ministry of Digital Transformation in collaboration with the Commission for the Regulation of Gambling and Lotteries (KRAIL), marks a complete shift away from paper-based bureaucracy toward a transparent, automated, and paperless ecosystem.

The launch on the Diia portal allows gambling operators to apply for, renew, and manage their licences entirely online. By removing the “human factor” from the initial stages of the application, the Ukrainian government aims to eliminate corruption risks, speed up administrative timelines, and make the market more attractive to international investors despite the ongoing challenges in the region.

The Digital Transformation of KRAIL

The transition to digital licensing is part of a broader strategy to modernise Ukraine’s economy through the “State in a Smartphone” initiative. According to the Diia portal, the new system automates the verification of documents, ensuring that all submissions meet the strict criteria set by Ukrainian law before they even reach a human reviewer at KRAIL.

This automation is not just about convenience; it is about security. The system cross-references applicant data with various state registers to verify the absence of “sanctioned” capital or links to aggressor states. This level of digital scrutiny ensures that only transparent, legitimate businesses can enter the Ukrainian market.

Linking Diia Licensing with DSOM Monitoring Systems

The digitalisation of licensing is only one half of Ukraine’s tech-forward regulatory approach. For a licence to remain valid, operators must comply with strict operational standards. If an operator fails to meet their tax obligations or violates player protection rules, the regulator has the technical capacity to suspend the digital licence almost instantly.

The opening of Diia for gambling licensing provides several critical advantages for both domestic and foreign operators:

  1. Elimination of Bureaucracy: Operators no longer need to submit hundreds of physical pages of documentation. Everything is uploaded and signed via Diia. 
  2. Transparency: Applicants can track the status of their licence in real-time, seeing exactly which stage of the process their file is in.
  3. Speed: What previously took months of back-and-forth communication can now be processed significantly faster, allowing businesses to launch operations more efficiently.
  4. Anti-Corruption: The automated nature of the portal ensures that requirements are applied equally to all, reducing the opportunity for “intermediaries” to influence the process.

Ukraine’s Ministry of Digital Transformation has emphasised that the gambling industry is one of the most high-tech sectors in the country, making it the perfect candidate for full digitisation. The new portal allows for several types of licenses to be processed:

  • Online casino licences

  • Betting shop and totaliser licences
  • Gambling equipment certifications

This comprehensive digital coverage ensures that the entire gambling vertical is managed through a single, secure gateway. It also simplifies the payment of licensing fees, as the system can generate automated payment requests linked directly to the state treasury.

By launching this portal, Ukraine is signalling to the global iGaming community that it is open for business and committed to European standards of transparency. While many jurisdictions struggle with legacy systems and slow-moving regulators, Ukraine’s “digital-first” approach places it at the forefront of regulatory innovation.
