The Ministry of Justice, Trade and Industry of the Government of Gibraltar has formally announced a vacancy for the dual position of Gambling Commissioner and Executive Director of its Gambling Division. Administered via the Gibraltar Development Corporation, the recruitment process signals an upcoming leadership transition for the prominent British Overseas Territory’s igaming regulatory body.

The post is currently held by industry veteran Andrew Lyman, who has served as the jurisdiction’s head regulator since early 2020 and has been embedded within Gibraltar’s regulatory development since 2018. 

The newly advertised role is structured as a fixed two-year contract based out of Europort, with options for further renewal, requiring the successful candidate to establish local residency on the Rock.

Stringent Requirements Form the Core Competency Mandate

Tasked with providing the strategic overview and comprehensive management of the territory’s large-scale online and land-based gambling ecosystem, the Ministry has established strict corporate and political criteria for applicants. The candidate profile reflects the unique, multi-jurisdictional nature of Gibraltar’s licensed operators.

According to the official job specification, the ideal candidate must satisfy several mandatory parameters:

  • Senior Sector Tenure: A minimum of five years of senior executive, regulatory, or strategic policy leadership experience directly within the global gambling sector.
  • Fiscal Policy Expertise: Proven expertise in gambling taxation models or a recognised formal tax qualification to navigate shifting continental financial structures.
  • UK Public Affairs Advocacy: Documented experience in public affairs, lobbying, and high-level advocacy before major UK authorities and departments, such as His Majesty’s Treasury, on matters of market access and regulatory reform.
  • Global Framework Integration: A comprehensive operational knowledge of international gaming frameworks and anti-money laundering (AML) compliance structures.

The application window for the executive vacancy closes on 26 June 2026. The Ministry intends to conduct a multi-tiered evaluation process, with initial interviews commencing in mid-July, followed by secondary short-list assessments tracking into August under the oversight of Gibraltar’s Minister for Gambling, Nigel Feetham.

Directing Regulatory Overhauls in an Evolving Legal Landscape

The incoming Gambling Commissioner will take the helm at a critical juncture for the jurisdiction’s foundational business models. The territory is currently in the final stages of modernising its parent legislation to better reflect contemporary digital delivery channels and cross-border commercial realities.

This leadership change coincides with significant parliamentary progress, occurring right as the jurisdiction guides the long-awaited Gibraltar Gambling Bill 2025 through its first parliamentary reading. This legislative overhaul seeks to completely restructure licensing regimes, divide administrative fee structures between B2B and B2C operations, and fortify the local statutory framework against evolving corporate compliance risks.

The executive shift also follows recent fiscal pressures stemming from the United Kingdom, Gibraltar’s primary target consumer market, where recent changes to domestic betting duty structures have forced the Gibraltarian government to accelerate its own legislative adaptations to protect its core economic pillars.

A Legacy of Innovation and Market Modernisation

During his tenure, Lyman helped steer Gibraltar through complex international milestones, most notably guiding the jurisdiction through its successful removal from the Financial Action Task Force (FATF) anti-money laundering grey list in 2024. In parallel, the regulator has worked to keep the jurisdiction at the forefront of digital asset and Web3 integration.

This forward-thinking policy stance was highlighted earlier this quarter when the regulatory division oversaw the milestone approval that granted Gibraltar its first prediction market operator licence. This pioneering approach ran counter to the highly restrictive positions adopted by multiple continental European watchdogs during the same period.

However, moving into highly speculative asset classes has not been without its local challenges. The incoming commissioner will need to inherit ongoing administrative balances, including the public scrutiny that arose when the regulator defended the PredictStreet licence controversy. That specific case required the Gambling Division to clarify its internal auditing standards and defend its authorisation processes before both local stakeholders and international compliance bodies.

The new appointee will ultimately be tasked with sustaining Gibraltar’s competitive reputation as a Tier-1 regulatory hub while simultaneously enforcing the stringent consumer protection and player risk indicators set out under the incoming statutory regime.
