The UK Gambling Commission (UKGC) has announced that Tim Miller, its Executive Director of Research, Policy, and Development, will step down from his role. Miller’s departure will conclude a notable ten-year tenure at the British regulatory body, where he has been a central figure in shaping modern safer gambling policies, corporate strategy, and research methodologies.

Miller originally joined the commission in 2016 and quickly became one of the regulator’s most visible figures, regularly representing the UKGC at major international industry conferences, parliamentary hearings, and media briefings.

A Decade of Regulatory and Policy Leadership

Throughout his decade-long service, Miller spearheaded several of the commission’s most complex regulatory transformations. As the head of policy and development, his remit covered the creation and execution of the Licence Conditions and Codes of Practice (LCCP) revisions, the modernisation of technical game design standards, and the integration of evidence-led consumer protection frameworks.

Key areas overseen during his executive tenure include:

  • The Gambling Act Review: Managing the commission’s technical responses, consultation pipelines, and operational implementation strategies stemming from the government’s White Paper.
  • Evidence-Led Governance: Overhauling the UKGC’s approach to data collection, culminating in the development and launch of the GamChanger research initiative and the new Gambling Survey for Great Britain (GSGB).
  • International Collaboration: Serving as a prominent voice within the International Association of Gambling Regulators (IAGR) to promote regulatory cohesion and data sharing across jurisdictions.

Reflecting on his departure, Miller expressed deep gratitude for his time spent with the regulator.

I have worked at the Commission longer than anywhere else during my career and have found it the most rewarding and fulfilling role. In large part this has been due to the amazing and dedicated colleagues that I’ve had the pleasure to work alongside. That’s what made it a hard decision to leave but after ten years I felt ready for the next challenge.

Sarah Gardner, acting chief executive of the Commission, praised his long-standing commitment to the organisation:

Tim has provided outstanding service to the Commission for ten years. I would like to thank Tim for his significant contribution to gambling regulation and wish him every success in the future.

The UKGC has confirmed that Miller will remain in his position over the coming months to assist with a structured transition of his responsibilities. A formal recruitment campaign to select his successor is expected to launch imminently.

Sustained Leadership Transitions at the UKGC

Miller’s departure marks another major change for the UKGC, which has experienced a significant period of corporate restructuring at the highest levels of its executive team over the last few months.

This latest exit follows an earlier shake-up at the helm of the organisation. Just months prior to Miller’s announcement, the regulatory body underwent a massive shift when the decision of UKGC CEO Andrew Rhodes stepping down in April was made public, initiating a broader transitional phase for the commission’s senior oversight council.

Despite the consecutive departures of multiple veteran executives, the UKGC has reiterated that its core regulatory agenda remains completely unchanged. The commission’s interim leadership team continues to actively enforce its current Business Plan commitments, including the ongoing rollout of frictionless financial vulnerability pilots, slot machine spin-speed limits, and heightened anti-money laundering (AML) controls across the digital and retail wagering sectors.
