Kazakhstan has introduced updated entry requirements for casinos and gaming machine halls, with new operating rules taking effect on 2 November 2026. The amendments clarify who can access gambling venues in designated zones reserved for foreign visitors and reinforce restrictions on individuals legally prohibited from gambling.

The Ministry of Tourism and Sports approved the changes under Order No. 203, signed on 16 October 2026. They amend the country’s existing gambling establishment rules rather than introducing a nationwide ban on domestic casino participation.

Kazakhstan introduces updated entry rules for casinos in designated foreign-only gambling zones.

Regulation & Compliance

Key Takeaways From Kazakhstan's New Casino Entry Rules

  • The updated casino and gaming machine hall regulations took effect on 2 November 2026.

  • Foreign nationals and stateless individuals are permitted to enter gambling venues in designated foreign-only zones.

  • Casino employees and people carrying out official duties are exempt from the visitor restrictions.

  • Operators must refuse gambling participation to individuals prohibited under Kazakhstan’s gambling legislation.

  • The amendments clarify existing operational requirements without extending foreign-only restrictions to every casino in Kazakhstan.

Foreign-Only Casino Zones Face Clarified Access Requirements

According to Order No. 203 published in Kazakhstan’s official legal database, the amendments revise Article 10 of the standard operating rules for gambling establishments.

The updated provisions specify that casinos and gaming machine halls situated in government-designated foreign-only gambling zones may admit foreign citizens, stateless persons and authorised personnel.

Employees and individuals present for professional or official duties are also permitted access.

These restrictions apply only to government-designated areas. They do not establish a blanket prohibition on Kazakh citizens entering all casinos nationwide.

The changes provide greater clarity for land-based operators managing visitor eligibility, particularly in locations serving international customers.

Operators Must Enforce Gambling Participation Restrictions

The revised regulations also reinforce existing requirements concerning individuals legally barred from gambling.

The amended provision said:

Operators of casinos and gaming machine halls must refuse gambling participation to individuals prohibited under Article 15 of the Law.

This means businesses must distinguish between eligibility to enter restricted premises and legal eligibility to participate in gambling activities.

For operators, identity verification, visitor screening and staff training are important considerations when applying these requirements.

Kazakhstan has also been strengthening oversight of unauthorised gambling activities. Earlier this year, the country’s Financial Monitoring Agency intensified its crackdown on illegal gambling payments, targeting offshore platforms using mobile payment systems.

What the Changes Mean for Land-Based Casino Operators

The amendments place renewed emphasis on operational compliance rather than introducing a new licensing framework.

Casino and gaming machine hall operators in affected zones should review their admission procedures, ensure personnel understand the relevant exemptions and maintain appropriate checks for excluded individuals.

Similar regulatory developments elsewhere in Asia highlight the importance of effective venue supervision.

In September, Singapore expanded its casino regulatory framework, strengthening oversight and safeguards for vulnerable individuals.

Meanwhile, India’s Goa introduced stronger casino oversight measures, including additional monitoring responsibilities for gaming authorities.

For Kazakhstan’s land-based gambling sector, the latest amendments clarify how to apply existing access restrictions in designated areas.

With the rules now in effect, operators must ensure that admission policies and gambling participation controls reflect the revised legal requirements.
