The Dutch gambling authority, Kansspelautoriteit (Ksa), has officially announced that it will drastically step up its market oversight across advertising campaigns and sports betting frameworks throughout this summer’s FIFA World Cup.
In preparation for the tournament, the regulator issued an official directive via mail to all authorised domestic permit holders, explicitly reminding them of the boundaries dictating permissible marketing practices and sportsbook options.
Major international sporting events historically trigger massive spikes in consumer engagement, making proper compliance critical. The Ksa emphasized that operators must strictly adhere to the operational guidelines designed to safeguard consumers, warn vulnerable demographics, and curb unauthorized gambling activities.

Preemptive Warnings and Clear Regulatory Focus
The regulatory notification sent to Dutch licensees serves as a clear indicator of the agency’s proactive approach. According to details highlighting the Ksa’s strategy, the primary focus areas during the high-volume tournament will involve the following:
- Strict compliance regarding targeted and untargeted marketing strategies, building on the regulator’s earlier guidance on untargeted gambling advertisement bans.
- Complete adherence to restrictions regarding banned bet categories, closely tracking the agency’s active crackdown on specific sportsbook feature mechanics.
- Safeguarding vulnerable consumer profiles, particularly minors and young adults aged 18 to 24.
This heightened scrutiny forms part of a broader, structured rollout by the Dutch regulator. The agency has previously expressed clear intentions to escalate its monitoring strategies throughout the year, especially as Ksa operational expenses and oversight plans expand for 2026, utilising automated data analytics to flag non-compliant operator activity.
Combating Illegal Marketing and Safeguarding Consumers
The enforcement surge comes shortly after aggressive crackdowns on unauthorized advertising channels in the region. The Ksa recently reported flagging over 4,600 illegal gambling advertisements to Meta within a single monitoring period, reinforcing its commitment to dismantling marketing conduits that target Dutch players outside the licensed market.
By providing clear, preemptive parameters to licensed operators before the initial kickoff, the regulator aims to protect the integrity of the legal Dutch market. Operators who fail to align their promotional pushes or sportsbook catalogues with the established rules during the tournament run the risk of facing severe disciplinary actions, including hefty regulatory penalties and administrative sanctions.
