The National Council on Problem Gambling (NCPG), in partnership with the North American Association of State and Provincial Lotteries (NASPL), announced significant enhancements to its Responsible Gambling Framework (RGF) Certification Program aimed at expanding participation and clarifying best practices for player protection across lottery organisations. The updated programme introduces a new entry‑level certification and a redesigned submission system to simplify the process for organisations seeking formal recognition of their responsible gambling commitments.

The changes are designed to strengthen alignment with evolving industry expectations for responsible play standards while improving accessibility and transparency within the certification process.

Introducing a New Entry Point for Responsible Gambling Certification

To make the certification process more inclusive and accessible, NCPG and NASPL have launched a Level I Responsible Gambling Framework Entry Certification, also known as the Commitment Level. This new tier allows lotteries, regardless of size or maturity, to achieve formal recognition for foundational responsible gambling practices.

To qualify for Level I, lotteries must demonstrate:

  • Verified participation in Problem Gambling Awareness Month activities
  • Verified involvement in the Gift Responsibly Campaign
  • An official declaration from a senior authority (e.g., governor, premier or lottery director) affirming support for responsible gambling initiatives

Importantly, the Level I certification is complimentary and carries no fee, lowering entry barriers and encouraging broader engagement across the industry.

Streamlined Submission and Improved Documentation Tools

Beyond expanding participation, the enhanced programme introduces a redesigned submission system embedded within the NASPL Matrix platform. This update focuses on:

  • Greater clarity and structure for documentation
  • Improved management of application materials
  • A more efficient review experience for both applicants and assessors

By modernising these administrative aspects, NCPG and NASPL aim to reduce friction in the certification process and provide participants with clearer guidance on expectations and requirements.

Continued Alignment With International Standards

The updated framework retains reciprocating parallel certification with the World Lottery Association (WLA), reinforcing international alignment and decreasing duplication of effort for lotteries that participate in multi‑jurisdictional markets.

This alignment supports broader efforts to standardise responsible gambling practices and enhance transparency and public trust in legal gaming operations.
