Brazil’s Betting Ban Faces 99 Amendments as Lawmakers Seek Licence Restoration
Amendment 64 Proposes Restoring Federal Gambling Licences
According to Brazil’s official Congressional records, 25 lawmakers submitted amendments to the provisional measure. Deputy Mauricio Neves introduced one of the most significant proposals, Amendment 64. It would restore federal gambling licences under their original terms without requiring operators to pay additional authorisation fees.
The proposal would also extend existing licences to compensate operators for the period they were unable to operate. Additional provisions would introduce registration or licensing requirements for technology suppliers involved in regulated betting activities. The proposed restoration follows ongoing legal disputes, including a recent court decision that overturned Stake Brasil’s temporary exemption and reinforced the nationwide restrictions.
Lawmakers Consider Separate Rules for Sports Betting
Several amendments propose distinguishing sports betting from online casino games rather than maintaining a complete prohibition. Senator Astronauta Marcos Pontes submitted Amendment 15, which would permit licensed sports betting while continuing restrictions on online casino and virtual games.
Other proposals would preserve existing authorisations until their original expiry dates or limit advertising restrictions to unauthorised operators. These changes could affect operators, technology providers, and commercial partners, especially since the prohibition has already raised concerns about potential losses in Brazilian sports funding.
What Happens Next for Brazil's Betting Industry?
Congress must now examine the remaining amendments through the legislative process. The measure’s initial deliberation period runs until 23 November, with an urgency regime scheduled to begin on 9 November.
Meanwhile, operators remain subject to existing restrictions and outstanding financial obligations, including those highlighted in Brazil’s investigation into eight operators over player refund information. For licensed businesses, the immediate question is whether Congress will preserve the prohibition, introduce exceptions or restore the previous regulatory framework. Until Congress approves amendments, the existing betting restrictions remain in force.
