Brazil’s regulated betting shutdown has entered its next phase, with licensed websites and apps required to become unavailable from 6 October and operators now facing a tightly scheduled process for returning remaining player balances.

The move follows the 5 October deadline for bettors to voluntarily withdraw funds. Under the Ministry of Finance’s latest guidance, operators must now report outstanding balances and provide the information needed for financial institutions to complete refunds.

Refund Obligations Continue After Sites Close

The shutdown is the latest stage in the Brazil betting ban timeline, which began when Provisional Measure 1,394 was published on 25 September.

New deposits were immediately prohibited, followed by a transition period allowing players to access accounts and request withdrawals. From 6 October, betting platforms are expected to be unavailable to users.

Operators must submit final player balance information through the government’s Sigap system by 7 October. The required data includes player identification, amounts due and banking details necessary for restitution. Financial institutions will then process outstanding payments between 9 and 14 October.

Finance Minister Dario Durigan said:

“The money always belongs to the bettor,” according to the government’s statement, translated from Portuguese.

Blocking Measures Meet Continuing Operator Duties

Visitors attempting to access affected betting sites are now being directed towards the government’s Brasil Sem Bets information page, which explains the prohibition and the refund process. The change adds an operational dimension to the shutdown because former licence holders still need to complete financial and regulatory obligations after customer-facing betting activity ends.

The transition is unfolding alongside broader enforcement pressure. Authorities are already responding to a rise in unauthorised betting domains following the ban, while the prohibition is also creating wider financial consequences, including an estimated R$2.6bn impact on Brazilian sports funding.

For operators and payment partners, the immediate focus now moves from shutting down betting products to completing refunds, regulatory reporting and outstanding financial obligations within the government’s timetable.
